SEALED BIDS for construction of the following will be received by the City of Hattiesburg  in the City Clerks Office, City Hall, Hattiesburg, MS 39401  until 10:00 a.m. Central Time on June 8, 2023 for Hattiesburg-Bobby  L. Chain Runway Taxiway A Realignment  And Improvements  (A.I.P. Project No. 3-28-0031-0030-2023) for the City of Hattiesburg.

This project shall generally consist of work which includes: Demolition, Airfield Lighting, P.C. Concrete Paving, Asphaltic Concrete Paving, Asphaltic Paved Transition, Electrical, Pavement Marking, Drainage Restoration.

Bids will be publicly opened and read aloud. Any bid received after closing time will be returned unopened. Plans and specifications are being made available via paper or digital copy at www.hattiesburgmsbids.com. Plan Holders are required to log-in or register for an account to view and order bid documents. Bid documents obtained through the website are non-refundable. Questions regarding website registration and online orders, please contact Plan House at 601-336-6378. No partial sets of drawings of project manuals will be issued.

Proposal shall be submitted on Bid Forms provided with the specifications. Bids may be submitted  in person, or for those interested, bids can be electronically  submitted  at www.hattiesburgmsbids.com. No oral, telegraphic, telephonic, or e-mail proposals will be considered. For sealed bids, the current Certificate of Responsibility  Number of the bidder shall appear on the outside of each sealed envelope containing a proposal, said envelope being plainly marked as shown below.  If submitting electronically, please include this information on a cover page with your bid submission.

A.I.P Project No. 3-28-0031-0030-2023 for the City of Hattiesburg.

Each Bid must be accompanied  by a bid bond/security deposit or certified check in an amount equal to 5% of the bid. In the event that an electronic  bid is submitted, a copy of the bid bond must be included with the submission. If submitting electronically, a hard copy of all bid documents  must be provided within 3 business days if requested after the bid opening.

Evidence that a Contractor holds a valid Mississippi Contractor's License must be presented prior to release of bidding documents and/or submittal  of a bid proposal. The required classification  is Highway, Street, and Bridge Construction. The DBE goal is 7.73 percent.

It is the policy of the Department of Transportation (DOT) that disadvantaged  business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or part with Federal funds.

The proposed contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion  Act of 1990. Details of such requirements are contained in the specifications.

The following question will be asked of all bidders: "Has the bidder defaulted on a contract or ever been involved in litigation with a political subdivision of the State of Mississippi or any other state or country?"   YES NO       If "YES," please supply full details.

The City of Hattiesburg reserves the right to reject any or all bids and to waive informalities

The successful  contractor  is required to hold bid prices for up to 130 days after the bid opening to allow availability and placement of federal funding.
